8:00 am PDT, 26 April 2000
Moscow. April 26 (Interfax): The number of registered crimes in Russia related to use of computer technologies increased 12-fold in two years.
"The total number of similar crimes registered last year was 852, - stated colonel Konstantin Machabelly, head of the computer crime department, last Wednesday at the conference in the Ministry of Internal Affairs. - 420 of these crimes were swindlery in using computers, 203 - unauthorized access to computer information, 110 - telecommunications networks misuse."
"Hackers and frickers (specialists connecting mobile phones to other subscribers) represent the greatest threat," - Machabelly narrates.
Machabelly describes a typical crime: "A man involved in the Gasprom concern hired a group of young men who infected the computer network with 24 TrojanHorse-type viruses. As a result, the central distribution control board was under the control of computer profies for a while".
"Legislation falls behind the crime, - regretfully admits Machabelly, - The only punishment for such crime is just penal liability."
Officers of the Ministry of Internal Affairs did not specify the amount of damage caused by computer criminals, but said that the damage caused by Rostelecom, mobile and paging communications provider, increased 14-fold during a year as a result of its incompetent intervention. more...
